Mosquitoes and Ticks Can Reemerge during Winter Warmups

While New England is known for its freezing temps in winter, we also have occasional winter warmups, with temps reaching the mid-50s, as was the case a couple of weeks ago. So, what happens to mosquitoes and ticks here in the winter? Can they emerge to bite again when temps rise mid-season?
